In this direct project, CareSpark, a non-profit regional health information exchange supported by the Tennessee State HIE, and the U.S. Department of Veterans Affairs (VA) seek to demonstrate Direct Project-based health information exchange between a federal agency and providers in a private-sector HIE. The main focus will be on facilitating an improved process for exchanging referrals and consultation reports between VA providers and private-sector providers in east Tennessee and southwest Virginia.

The East Tennessee Health Innovation Network (etHIN) is a community coalition teaming with local hospital systems, the Knoxville Academy of Medicine and community physicians, patients/consumers, payers and employer leaders collaborating on creating a consumer-driven interoperable health care information exchange network utility that significantly improves health care safety and quality while making care more affordable.

CareSpark, the Kingsport, Tenn.-based Regional Health Information Organization, may shut down, because of an unsustainable financial model and an inability to function on its own. After six years, the system, which holds records for 1.28 million patients, has failed to come up with a viable plan to stay afloat.
