In his previous five posts Chad’s discussion of health information exchanges focused on how they can be set up and utilized by a healthcare organization. While HIE architecture types and communication methods typically only involve IT staff, this post by Chad briefly discusses portals, which brings the HIE to the more personal patient and physician levels.

In the first three posts in this series on Health Information Exchange Chad discussed the different motivators that are driving health organizations to connect to HIEs, the three different HIE architecture types, and the fact that future HIE financial sustainability is a real concern for public exchanges. In this post, Chad describes some common HIE terms that you’re likely to encounter when researching or discussing HIEs.
In 2011, there were 255 HIE organizations in the U.S., yet only 24 reported that they were financially sustainable. In other words, there are 231 HIEs that are currently not making enough revenue to cover operating expenses. Another key factor is participation – An HIE can have 100% provider participation, but it is worthless if it doesn’t have patient data to exchange. It’s imperative that HIEs receive patients’ consent to exchange their health data with other HIE provider members. HIEs currently employ two different models: the patient opt-in model or the patient opt-out model.

Now that the majority of innovative healthcare organizations have invested the capital, the time and the effort to install electronic medical records, many are looking to fully leverage the technology by connecting to a health information exchange, or HIE.
